For everyone outside the tavern: The ground beneath your feet trembles and cracks. Waves a dozen feet high crash into the shore, and the sound of screaming fills the air as a stampede of beachgoers flees the sands. A chorus of shrieks add to the cacophony as shark hunters run from the water, pursued by humanoid creatures with fish-like heads and slick, rubbery skin.
For everyone inside the tavern: You hear the screams from the beach before you feel the ground-quaking tremor and see the stampede of people racing away from the shoreline. All concern about the theft is instantly erased from your mind as glasses shatter and the roof creeks above you, with parts of the roof starting to fall already.
Anyone who was sitting at the bar (including those that chased the thug) roll a wisdom saving throw vs panic (DC10).
Let me know what you want to do, as there are a number of panicked patrons in the bar as well as blocking quick exit from the inn.
Beatrice panics, watching everyone much larger than her stampede around her. She hides under the closest table, holding her axe tightly in both hands as her breathing grows ragged. Her tenuous control over her emotions starts to slip, and her panic begins to bleed into anger at everyone for not considering her.

Most people are running. I’ll explain who is left fighting and where these sea creatures are, as well as what else is going on most likely in a few hours (I’ve been modifying the adventure a bit to take into consideration the large group, but have responsibilities for the next few hours).
This should also let everyone who is a bit behind catch up before combat starts.
I’ll get everyone to confirm where their characters are on the grid (D7, C8 etc.) and to post their initiative scores again to save some time when I get back.
The thug is on H4 and the people who chased him are just inside around H5 and H6, depending on where they were seated.
Because of the crowd (especially with the stampede), movement speed when trying to move south is halved in the grid area D4 to D4 up to I4 to I8 (even for small folk until the panic stops).
