At this point, Moneo can likely see the beginnings of some smoke coming from one of the buildings in Damara's direction (a result of the damage the goblins are causing) and potentially one or two of the townspeople from Caradoc's group.
Knowing they’re still far to far to get to to help, Moneo does everything he can to prep those in the fort, motivating them, and readying the gates to the fort to be closed the instant he calls for it.
Alright, so Townsfolk Group 1 attacks the goblins:

Caradoc is next. His group of townsfolk already running back towards the fort and a hooded figure out in front, sneering at him because they know they're out of his reach.

Damara notices that the hooded figure that she saw in the distance has no moved up to just beyond where the roadblock was. All she can tell through the shadow cast over the figure's face by the hood is that they're smiling ominously. Damara also thinks that she can see some large monstrosity off in the distance, even further away than the hooded figure. It looks something like...
Moneois next. He can see that even though they're still a good distance away, the townspeople from the southern roadblock have all finally made it to the bend in the road and look like they are going to be headed back towards the Fort.

This time, their nerves must be getting to them. They're punching, kicking, and prodding with their polearms, pitch forks, and whatnot, but they're getting nothing but air and ground.
