The werewolf is in the center of the room. So, yes, you can make it to the halfling without provoking an Opportunity Attack
Gorokum taps his staff on the cave floor, moves his hand slightly, opens it, says "Magicae telum" and lets four darts of energy leave his fingers and race across the cave, slamming into the werewolf. As soon as they leave his hand, another orb of energy appears in the center of his palm and leaps off and follows the darts and hits the werewolf.

Gorokum finds it difficult to concentrate with the wounded halfling complaining so much. There could be something here, but he's not going to find it with all this noise going on.
He looks down at the halfling. What were they supposed go do with this one? A helpless child and now this one that couldn't walk.
"Do you know of another exit out of the caves?" he asks the halfling. "Which way were you brought in?"
