Jorah is able to blend in with the crowd, swerving between the legs of the people walking along the sidewalk. The two halflings look back over there shoulder 20 and somehow they see the kobold's eye poke out from behind the pantleg of one overweight citizen. The two halflings quickly take off running!
Jorah, having a better knowledge of the city, quickly starts following after them, using his experience of hunting people and things...and running through the streets chasing or being chased, to keep trailing the two. Using the mass of crowds and corners, he tries to disappear from their line of sight while trailing them.
(Cunning action to hide, while using movement and action to keep pace/follow them)
"We are ok."she said, delatching from her armor and weapons, returning to mild mannered Misha with normal clothes. "Eet would appear thet beesnuss competeetion ees trying to sabotage manor, ya? Weeth rats!"she threw back her head in a boisterous laugh, finding the whole situation amusing.
Jorah is able to keep up with the two halflings and sees them quickly stop in front of a sewer hatch and struggle to open it. Jorah, being very familiar and seeing these halflings trying to make there way down there... give me a history check. The sewer access is down a side street that is currently empty.
As the halflings work to get into the sewer, Jorah realizes that these two are most likley shard runners. Jorah knows that shard runners are a gang of wererats that use a halfling-owned hostel on Spices Street in the Dock Ward as their base of operations. The Hostle is called "The hole in the wall" and the cellar of the hostile is connected to the sewer system. It allows them to move around the city unnoticed. They normally leave the kobolds alone and are not known to be particularly violent.
