@Wh1te the rate usually on arrows is 50% are reusable with a nat 1 an auto break for me. I don't recall too many arrows used though so just deduct 2 from your total as unsalvageable.
Prentiss takes some time in an empty corner to recover his breath and calm down. His eyes return to their normal electric blue. After a while he declares to the rest of the team: "I am ready. Let's provoke this dragon to attack its prospective minions"
You step outside the Garrison into the midday sun again and immediately hear movement just beyond the brush to the west of you. From this angle, you can spot a break in the brush to the east of the tower leading steeply upward. Otherwise there is the path leading up the hill to the 40' tower from the center of town, likely a more gradual ascent.
Velshir says, "Let's follow stealthily and assess. I will fire the shot, if it seems right, with my bow. You all shall be further back and be ready to hide. I can run fastest and ought to be able to escape."
Prentiss nods at Velshir: "OK, this side seems to be a steeper climb so I'm going to take a wide circle to the south and observe from the west. I'll keep in touch via my message spell to let you know what I see"
The young sorcerer heads off, taking anyone who wants to follow.

Hugging the treeline at the edge of the blacked-out area, but north of it, so off the path if that makes sense? Message has a 120ft range, so hopefully sufficient to update Velshir.
Brencharis whispers "I can move pretty fast myself, and I'm a pretty good shot with a bow. You're the better melee fighter, so it'd make more sense for you to be up close, rather then hanging back as ranged support." She gestures to the two buildings furthest to the north on the map. "I can possibly climb onto the roof of one of these two buildings to get a better vantage point while you and Prentiss investigate on foot. If stuff starts going down, Cal Pol and I can come in and help you get out."
@Everyone - unfortunately I can't come up with a reason for two to disappear and one to suddenly be here so if you'll forgive me the lack of immersion, CalPol welcome back. You find yourself with the others in the square maybe a little Bill and Ted's style.
Velshir says, "Indeed, Brencharis, but I'm not looking to start a fight. My intent here is to simply disrupt the meeting between the cultists and the dragon. If I pretend to be a cultist and shoot at the dragon, that should ruin their chances of being able to join forces with it. Hopefully one well-placed shot will do the trick, and we will escape in the confusion."
Prentiss makes his way along the northern side of the overgrowth of plant life just south of the tower. He rounds the tower just in time to spot the last twist of a cape slipping through the door to a cottage on the other side of the tower. Just south of this he immediately notices the corpses of two hideous giant spiders sprawled near the edge of the pathway, apparently dragged there. Their bloated bodies are puckered and blistered and appear to have been mauled by a large animals.
Velshir’s getting nervous as he looks around and wonders where everyone is. He mutters quietly to himself, “I had assumed the meeting would occur outside in open air. So where are they?”
Velshir slips north around the tower and is able to view the back side of the structures, estimating that there must be a door of some sort to connect the two. As he progresses towards the back, he notes the uneven edges on the top of the tower realizing that it's likely open completely to the sky.

Velshir will enter the foliage just to his northwest to try to observe the north side of the tower while also trying to stay hidden.

Prentiss hears a tumble of what may be a small piece of rubble near the window just to the North of him.

Velshir whispers back to Prentiss, “Nobody on North side, did they go inside the structure…? If so, that would complicate my plan.”
Velshir also hears a small movement within the tower to the south of him.
