 I can think of at least one other person who may have something to say about that staff. Also please note that the Shield spell DOES NOT stack with a monk's (or any other classes Unarmoured Defence). I did a search on that specific question and WoTC are explicit that spells don't stack with class AC abilities.

I'm not saying anyone specific should get it, i'm saying that this group needs to work out a system so that if more than one person wants an item there is a way to decide other than first come first served. In this case Thar, Aeliarin and you can get good use from it. Thar has the worst AC in the group so he would benefit the most but on the other hand +1 to Igneous' AC could be important because you get into melee far more often.

In other groups I've seen the rule would be whoever gets it doesn't get another pick until everyone else has received something, which could be a long time. Also a magic potion or scroll is not the same as a magic weapon or staff, I've always thought that one shot items should be pooled for whoever needs them in the moment.

 I also would like to replace my rapier with a magic staff. I'm planning to take Polearm master at level 4. Right now I assume no one minds if I use the rapier?

About Shield if you don't want us to use it that's fine of course. But I believe you're confusing editions. WotC is very clear about unarmored defence not stacking with other effects that "Calculate your armor" such as mage armor, monk's unarmored defence, and barbarians unarmored defence to name a few. This is not true for things like Cloak of Protection and Shield which give flat bonuses.

In earlier editions (I don't know 4th but 3rd for sure.) A cloak of Protection didn't stack with s ring if protection but it did with an amulet if natural armor and dodge and basically whatever your item called the armor bonus was important because if two items said 'defence bonus' they didn't stack and it was a huge pain.

In Neverwinter Nights I used to play on a PvP server with an unarmored monk/pale master with 140 AC or so. 5th edition's bounded accuracy is vastly superior and avoids these confusions while still preventing players from reaching ridiculous numbers. 29 or so plus temporary bonuses is as good as you can ever get.

tl;dr shield should stack. I'll use the Rapier, please.

I won't pick this time and get top for the next magic item picking, splitting the gold 6 ways gives 158.33333 and so on, also about how much gold is in are adventure account 

Aeliarin suggests giving the staff to Thar (who has crappy armor and is able to use the magic armor/shield spells).

(anyone who attuned to the staff can use its spells. It may benefit someone who can't already cast them.)

I think Thar should get the staff of defence
