I did a search on that specific question and WoTC are explicit that spells don't stack with class AC abilities.

I'm not saying anyone specific should get it, i'm saying that this group needs to work out a system so that if more than one person wants an item there is a way to decide other than first come first served. In this case Thar, Aeliarin and you can get good use from it. Thar has the worst AC in the group so he would benefit the most but on the other hand +1 to Igneous' AC could be important because you get into melee far more often.
In other groups I've seen the rule would be whoever gets it doesn't get another pick until everyone else has received something, which could be a long time. Also a magic potion or scroll is not the same as a magic weapon or staff, I've always thought that one shot items should be pooled for whoever needs them in the moment.

About Shield if you don't want us to use it that's fine of course. But I believe you're confusing editions. WotC is very clear about unarmored defence not stacking with other effects that "Calculate your armor" such as mage armor, monk's unarmored defence, and barbarians unarmored defence to name a few. This is not true for things like Cloak of Protection and Shield which give flat bonuses.

The staff itself gives a +1 bonus to AC over and above anything else, it also has 10 charges. Mage Armour lasts 8 hours so if at the start of the adventuring day whoever is holding the staff casts MA on Grond, Igneous, Aeliarin and Thar (4 charges) each would get some improvement to AC ranging from +1 to +3. Shield (+5) is a reaction so it gets used when the holder feels he is about to die if hit or to ward of a Magic Missile swarm.
The question remains, who gets to choose first? The two spell casters may not be interested but we don't know until they chime in. So how about this - if you want the staff for your character then roll 1d20, highest number gets it but you then go to the bottom of the list until everyone else has had a pick.
