Torman is likewise a little distracted, though people might see him occasionally offering food to an owl on his shoulder. It seems Trevor is gone, or perhaps changed.
Azzure listens and at certain points gives a hearty chuckle. When he observes the interaction with the female council member, he covers his mouth with his hand, looking away. “Oh my…” he says, under his breath. He awaits the response from the council, eyes looking up from time to time to see the serenaded council member’s response, to see if he is gaining traction, chuckling again if he is.

A wizard is never late, nor is he early, he arrives precisely when he means to.
Despite still being in a distracted state of mind, Torman's eyebrows shoot up as the Bard makes his move. He probably should have expected this, but Gyrig was probably their best bet. He curses himself for not coming to the meeting with a better set of available spells, but he had been busy, distracted and tired. He resolves not to make the same mistake again. He also makes note to borrow a little more money from Gyrig...if he survives this encounter.

(Just to clarify, I haven't played a bard before, but am having fun leaning into the character I inherited.
But I also don't quite see him as lecherous. Maybe I RP'd this badly. He's really more like someone with high confidence and an optimistic outlook, who also exaggerates to make up for actual shortcomings and naiveté. So, I see him like that one freshman (1st year student) who boldly asks the senior year head cheerleader out for a date, on the hopelessly optimistic chance that she's single and inexplicably has no better offers. ... And then he gets turned down of course, but will try again in the future undeterred by his failure and shielded by endless optimism, and overconfidence.)
A woman stands up in the center of the half circle of lords "The Lady has the floor" Degault says and the woman speaks "We have the evidence now we discuss what we must do!" A throng of arguments follow
Degault says to Gryrig "You may rejoin your friends." An escort stands next to you to lead you out.
Once out into the garden a deep thunderous horn blows, the ground tremors, Azurre's head involuntarily snaps towards the sound! Almost as if ancient genetics seem to be in play.
Torman was about to ask Gyrig to lend him some more money when the horn blares out. Tilting his head to one side, he listens carefully while he seems to clutch his new shield closer to his body. "Sshhh, everyone," he whispers as he focuses on the resonant sound as it echoes around the buildings.
Perception: 20 (passive 21) (he tries to discern what he can about the sound -- where it came from and what made it; if investigation would be more appropriate the result would be the same (21) -- lower roll, but greater skill)
Azzure’s head snaps around, he bends down to the ground instinctually, listening, looking, and he thinks about where this sound is coming from, what it means…

Kat listens carefully, expanding her awareness to their surroundings.
((Using Primeval Awareness))
Beginning at 3rd level, you can use your action and expend one ranger spell slot to focus your awareness on the region around you. For 1 minute per level of the spell slot you expend, you can sense whether the following types of creatures are present within 1 mile of you (or within up to 6 miles if you are in your favored terrain): aberrations, celestials, dragons, elementals, fey, fiends, and undead. This feature doesn’t reveal the creatures’ location or number.

Azzure believes its a horn to call dragons of a certain type, and his nose pointed north.
Gryrig thinks its somewhere north
Duncan thinks, its a loud noise and maybe a minor earthquake.
Torman thinks it came from the north. If you want to investigate, the object of your investigation needs to be present. Or to have some way to research it.
As a sense of dread comes over the party. Kat remembers something, but she quite cant put a finger on it, since nature wouldn't cover it.
The woman who was working the floor of the council Dala Silmerhelve comes rushing into the garden introduces herself
With a face of concern, "That was the Draakhorn the Sea of Moving Ice was the last known location of the Draakhorn. No one can pinpoint its present location from the sound, or even verify with certainty that the relic is still in the northern sea, but the search must start there.
“The one person who could tell us more is a tiefling sorcerer called Maccath the Crimson. No one alive knows more about the Draakhorn than her, but the Arcane Brotherhood, of which she is also a member, hasn’t seen her for three years. She was investigating the Sea of Moving Ice when she disappeared. Though the council still argues, they did concur, we need your group's help to investigate it. And even maybe find out the fate, of Maccath.”
"Fascinating." Says Gryrig, rubbing his chin and trying to appear clever. But then he gives up and, scratching his head, adds "And what exactly is the Draakhorn? I mean, is it a signal? If so, what does it mean and who is it signalling? Or is it a call to get someone or something to come somewhere?"
Dala Silmerhelve answers "The Draakhorn—an ancient device whose sounding alerts dragons across Faerûn that great events are unfolding. It’s impossible to say what the sounding means, but the dragons hear it clearly and will eventually answer its call.”
Coming through his knowledge of history and of reading that he may have done in the past about his heritage and of dragon lore, Azzure thinks about the Draakhorn and how it works, how far it reaches, anything else about it that is important to know. After considering, he says to the others assembled, “Well, should we gear up and get ready to go? Sounds like we need to hunt down Maccath.”

"Yes, sounds like a trip up north to the ice. We better get some supplies and warm clothes! How cold exactly is it up there?"
(Boots of Winterlands or Ring of Warmth is 800 each. We can afford that. Would it be too late to buy 5 of those? Also, they require attunement and I presume we're all at the limit already)
“I’ll grab some cold weather gear and be fine,” responds Duncan, figuring that between his heavy armor and the extra layer of insulation he will be fine.

But onto more urgent matters: What is that weird horn sound? And where on earth is it coming from? It's certainly unusual I would say"
(Do we notice anything in particular? Like, what kind of horn. What direction it's coming from? Is it louder in some areas of the city than others?)
