There is no such rule in 5e. By default, a creature with strength 6 can carry 90 pounds. Because pseudodragons are tiny, this is halved to 45. That’s it.
Some creatures, like the mule, have traits that say they count as larger than they are for purposes of carry weight, but pseudodragons have no such trait, so their capacity is 45 pounds, end of story.

When I was reading this I noticed that they were talking about quadrupeds can carry more. How does this translate to flying quadrupeds?
A pseudodragon has a strength score of 6. So his lift/carry would be around 45 lbs. But he is a quadruped creature. So what his carry be higher?
