Playing a Hexblade and I have Warcaster. Advantage on Concentration saves and using a spell as an OP. With the new invocation Eldritch Mind, it duplicates a big prtion of Warcaster by granting Concentration saves. If I take that as an invocation is there a rule that let's you retrain a feat or take the ASI's? I think I would keep Warcaster but curious if that is a doable thing.
Technically, no. However your DM is the final arbiter of the rules. So if they allow it, then sure you can.
I'd go even further as a Warlock. Maybe your Patron adds some additional requirements to 'Your Deal'. You get to trade out your feat, but there is... a cost. Something that happens or you have to work off.
"So, my LOYAL minion. You don't appreciate MY gifts? I understand. You are still weak. Take this additional power. But... you must offer me the blood of 10 priests of my rival"

Remember there are Rules as Written (RAW), Rules as Intended (RAI), and Rules as Fun (RAF). There's some great RAW, RAI, and RAF here... please check in with your DM to determine how they want to adjudicate the RAW/RAI/RAF for your game.
IMO, there are enough invocations that are good for a hexblade that it's impossible to take all of them. Keeping Warcaster frees you up to take another one of those invocations (Eldritch Smite, Grasp of Hadar, Improved Pact Weapon, Lifedrinker, Relentless Hex, and Thirsting Blade are all good for a Hexblade if you don't already have them), and OA casting is good for warlocks, since Eldritch Blast is arguably the best cantrip in the game. So if I were you, I would keep Warcaster and take another invocation in place of Eldritch Mind.

Warcaster is superior to Eldritch Mind, so I'd rather keep the feat and take a different invocation.
But if you really want to, then talk to your DM because the rules say no.

I agree Warcaster is better just wasn't sure if there was a rule for changing I wasn't aware of.
On a side note Eldritch Blast won't work well with op's since it is ranged and would give disadvantage. Is that correct?
Correct.

Tasha added a lot of things, but retraining feats isn't one of them. No matter, tons of great invocations and too few slots.
Ranged attack rolls while an enemy is 5 ft away have disadvantage. If 1 of many blasts were to repel that enemy away, the following blasts would not be at disadvantage. ;-)

Though Crossbow Expert would eliminate that disadvantage. Or in the 2024 rules, Spell Sniper (which is a great feat for Eldritch Blast machines in general, doubling the range, removing disadvantage for casting in melee, ignoring cover, and giving the 2024-standard half-ASI towards a mental stat).

No. I would just take something instead of EM and keep the feat, though. It's still good for a hexblade.
I have a weird sense of humor.
I also make maps.(That's a link)
