There's no save against the effect of the spell just like, say, Fog Cloud. No matter what state someone is in, the gravity in that isolated area is reversed, just as with Fog Cloud the area of effect fills with fog. As long as there's literally anything close enough for the Lich to grab onto that's secure to the ground, they can auto-succeed the saving throw to grab it. But if a player manages this against a Lich in the middle of a big empty concrete room or something, that Lich is going up to 100 feet straight up in the air.

If there is nothing around to grab ahold of...can a Lich use its legendary resistance to avoid the effects of the Reverse Gravity spell?

Legendary resistance just lets them auto succeed a save. In this case, the save is to grab onto something.
