So I have ranger player who took the Magic Initiate (wizard) at first level and took the Identify spell as their first level spell. If they found Spell Scrolls with wizard spells on them, are the wizard spells considered part of the characters class's spell list, even though they aren't Magic Initiate spell chosen?
I’m not sure exactly what you are getting at but as far as I know, scrolls are a consumable item that once used is gone. An actual wizard can scribe a spell from a scroll into their spellbook if it is a wizard spell.
But for other classes, they just use the scroll and then they are done. They do not become part of the rangers spell list. Magic initiate only gives the character access to the spells they choose as part of the feat, so two cantrips from the wizard spell list and Identify (which you said they took). They can cast identify once per long rest and the cantrips as much as they want. But the scrolls do not become part of the rangers spell list.

Normally if you are wizard you can cast a wizard spell from the Spell Scroll, but if the spell is of a higher level then the user of scroll can normally cast the user needs to "must make an ability check using your spellcasting ability to determine whether you cast it successfully. The DC equals 10 + the spell’s level. On a failed check, the spell disappears from the scroll with no other effect."
So the question was: Does Magic Initiate make wizard spells part of your class list? Sorry if I wasn't clear before.

As I said, no. Magic Initiate does not do anything with spell lists.
Notably, if they had taken ritual caster instead, they could copy ritual wizard spells into their ritual spellbook and cast those spells as rituals. Assuming, they can live without the 2 cantrips, this might be better for them.
I was wondering the same thing, and the rules seem to preclude it.
Specifically the description of Spell Scroll (DMG p. 200) says "If the spell is on your class's spell list, ..." The feat doesn't say anything about gaining a class feature, it just says you chose something from a class. The feat actually seems very limited compared to real spellcasting ability from class features.
Arcane Tricksters and Eldritch Knights clearly have the Wizard spell list. Similarly, Cleric domain spells and the spells chosen as a Bard's magical secrets are added to that character's class's spell list.
Therefore, I don't think the magic initiate has a spell list outside of the three that are chosen.

To use a spell scroll you need to have a Spellcasting feature that lets you access that class spell list.
The Ranger does not have this. So, no the Ranger cannot use the scroll.
