It is my understanding that Attack and Spell Casting are different types of Action. As a result, a level 5 Eldritch Knight fighter can make 2 attacks using their action but only cast 1 spell. Is that correct?
It is also my understanding that it is an either/or situation. The character can EITHER cast a spell OR make 2 attacks but cannot mix them in any way using their action. Is that also correct?

That is correct. Bladesinger, a wizard subclass in Tasha's, has the necessary wording to cast a cantrip as part of the attack action. Eldritch Knights don't get that.
You either take the Attack action or the Cast a Spell action. Some game features lets you cast a spell with the Attack action such as the Bladesinger's Extra Attack, and some let you make a weapon attack with the Casting a Spell action, such as Booming Blade.
Also you could cast a spell with the bonus action if that spell has a casting time of 1 bonus action when taking the Attack Action.
As an Eldritch Knight you also have Action Surge which gives you another Action, so you could do an Attack Action (doing 2 Attacks) then cast a spell with the other Action.
