What happens when a creature, especially a PC, with Resistance to a damage type gets hit with something that causes Vulnerability to that damage type? Do they cancel each other out the way Advantage and Disadvantage do? Or does Vulnerability override the Resistance? Or does Resistance override the Vulnerability?
PHB, combat, damage and healing, damage resistance and vulnerability:
Resistance and then vulnerability are applied after all other modifiers to damage.
So it's possible to have both resistance and vulnerability to the same attack, having no effect if the amount of damage is even and reducing it by 1 if it is odd. Personally, I suggest houseruling it vulnerability then resistance so it becomes no effect either way.
You apply resistance and then vulnaribility, coming out even as explained in Xanathar's Guide to Everything;
Resistance & Vulnerability: Here's the order that you apply modifiers to damage: (1) any relevant damage immunity, (2) any addition or subtraction to the damage, (3) one relevant damage resistance, and (4) one relevant damage vulnerability. .
Let's take a look: Enemy is casting Firebolt at Player, for fire damage. But Player has fire resistance but also recently gained a curse providing fire vulnerability.
Situation 1: 10 fire damage: res makes it 5, vul makes it back to 10. If other way around, vul makes it 20 but res brings it back to 10.
Situation 2: 11 fire damage, we calc res first. So res makes it 5.5 which is rounded to 5. Vul makes that 10.
Situation 3: 11 fire damage, we calc vul first. So vul makes it 22, which res makes it 11.
So it's just simpler to say they cancel and just do normal damage.
However, if the fire mage had elemental adept to bypass fire resistance... no res, just double damage then.

How would this work with immunities? like something with Fire Immunity enters an area I set Up with a Hallow spell to give Fire Vulnerability? Would that bring it down to just resistance? or does the Immunity null the vulnerability?

Immunity is immunity. Double nothing is still nothing.

They're basically going to cancel each other.
