So there is a book called Fifth Edition Feats, which has a large list of feats from the 5e SRD that would not normally appear on any list of the main 5 books that feats are from. A lot of these feats involve proficiencies and such. My question is to those who are aware of these feats. Is it generally an acceptable rule to be able to take a feat from this list, or is it meant for NPC's only or something.

It's unofficial third-party material. You can use the feats if allowed by your DM as homebrew or house rules, but not in say Adventurer's League.

This is a personal question for your DM as some use them and some don't.
The only feat in the SRD is grappler. There are a few feats in Unearthed Arcana, but those are playtest and most never had an official release.
Not sure if these feats are from UA or are just homebrew, but either way not part of the official game and require DM permission.
