A specter's normal attack is +4. When the Hexblade raises a specter from a slain foe, it says it gains a "special attack bonus equal to your CHA modifier". So if I have a +5 CHA, the specter has an attack of +9 to hit? Or does my +5, replace the +4? I suppose that wouldn't be that "special" of an attack bonus. I'm just concerned as when I reached 6h lvl, on my character sheet, the "Accursed Specter" ability is listed with a +5 to attack, which is just my CHA modifier. I just wish it were stated more clearly somewhere. Any opinions on this are greatly appreciated.

Gains (rather than replaces) indicates to me that the cha bonus is in addition to the bonus in the specter’s normal attack bonus.
Yeah, it should be in addition to its normal bonus based on the wording.
I don't see anything wrong on the character sheet. It says the attack gets a +[cha] bonus. It doesn't say the specter's stats only what to add to it.
