Ok, so here is the thing, in the campign one of my players were contacted by a fey God through another. Player 1 is the one being contacted by a fey God (someone able to give fey touched) through player 2 by possessing player 2 to talk to them. Now would player 1 get fey touched?
Indeed, from the rules perspective you can take a Feat in place of an Ability Score Increase so long as you meet the prerequisites. The Fey Touched Feat has no listed prerequisites.
It is also within the power of the DM to grant a feat to a player at any other time though they would need to watch to keep the game balanced (If someone rolls badly for their stats the DM might enable them to get an extra feat early on to compensate or the DM might give all the players a feat or similar boost to their power.

This is not a D&D 5e rules question, unless it's referencing a brand new ruleset.
The DM of your group is entirely in control here. Do whatever makes sense for the story/party.
