In general, no, you can’t imbue an item with a spell. The exception would be if you are creating a magic item, and the rules for that amount to, ask your DM. So, I’d say, do that.
In a word, no. The rules as written do not provide a method to do so. Of course, any DM can fill in with improvisation, although my first question would be, "to what end?" A slaying arrow is a motif in the kinds of fiction the game is based on, so it could add to the narrative and drama, but power word kill is a spell which has the ability to end conflict before it starts, leaving the DM's story at a dead end, and so it could take away from the narrative and drama... A compelling story would be the best way to get me to agree with this course of action.

Plus Arrow of Slaying already exists. Doesn't have true insta-kill power, but still pretty potent.
