Okay, so most armor weights are set as they are for Medium sized creatures, right? Does anyone know the rules for changing the weight for different size categories? I'm fairly certain it's halved for each size smaller and doubled for each larger but I couldn't recall where to find the rules.
There is no difference, RAW. It may not make sense, but there it is. But since small creatures can have the same str as medium, and str it what determines how much you can carry, it ends up kind of balancing out. Otherwise if there were a halfling and half orc, with the same str score, the halfling would have lighter armor, and be able to carry more other stuff, and generally be less encumbered. So it avoids that weirdness by introducing the weirdness of there being no weight difference.
Tiny and large creatures have adjustments to carrying capacity. But still not armor weight.
Going on the assumption that PCs usually aren't larger than medium size, the Monster Manual refers to the PHB equipment list without guidance on size;
Equipment: A stat block rarely refers to equipment, other than armor or weapons used by a monster. A creature that customarily wears clothes, such as a humanoid, is assumed to be dressed appropriately. You can equip monsters with additional gear and trinkets however you like, using the equipment chapter of the Player’s Handbook for inspiration, and you decide how much of a monster’s equipment is recoverable after the creature is slain and whether any of that equipment is still usable. A battered suit of armor made for a monster is rarely usable by someone else, for instance.

That's what I was thinking but I was also asking for small sized PC reasons. Xalthu answered that fairly well though. I didn't realize small sized races had the same carry weight, thought it was less.
Normally small sized raced use strength as their dump stat. They do not have too but they gain benefits in other stats so why not max them out as fast as possible first?
