Eldritch Knight and Arcane Tricksters gain the spell lists of Wizards and so they can cast spells from spell scrolls that have a spell from the wizard's spell list. If the spell in the scroll is of a higher level than what you are able to cast you have to make an ability check, for both EK and AT this is 1d20 + Proficiency + Intelligence modifier and the DC you must match or exceed is 10 + level of spell in scroll. If you make the check you cast the spell if not you cannot cast it and the scroll is wasted (no longer holds the spell).

Things like "1/2" or "1/3" caster only has issue when it comes to multiclassing and determining the amount of spell slots you get, it does not affect anything else and AT and EK are considered "spellcasters" for everything else that references them.
