Typically, the answer is no, you can't transfer magical powers from one magical item to another.
Your best bet is to talk to your DM about this (assuming you're a player) and when your character is next in a decent size city, or other place with Wizards & shops - seek out someone who might make a +2 crossbow for you and see if they will take the +2 shortsword as partial payment?

Say you have a +2 short bow and you want it on a crossbow instead, can i have it switched. Also what if the item is legendary in nature?

I'd say that it's somewhat easier than enchanting from scratch, but that's just a house rule.
