What would the appropriate age of the young orphan girl when they first meet? because the elf wizard's purpose for joining the party is because the orphan girl is grown up and moved away to start her own adventures, and the elf is looking for a new purpose since he mainly focused on looking after the orphan girl.

Despite the memes about elves staying as infants/children for decades, they mature into their early 20's at about the same rate as humans before the agelessness kicks in. Now, going by the PHB entry which is based on Forgotten Realms lore, other elves aren't going to consider them to be an adult in terms of emotional maturity and experience until they hit 100 or so. What this means for your character probably depends on just how old the elven wizard is.
The Rules & Mechanics for Elf's Age is divided by physical and maturity. So if by young elf you mean a child or teen physically speaking, then it could be anywhere between age 5-16 and if you mean young grown up yet not adult one it could be anywhere between age 17-99.
