You can't normally combine the effects of magic items or enchant an item that's already magical. Ask your DM if you want an exception to that rule.

Pretty much anything to do with making or modifying magic items outside of the Artificer's Replicate Magic Item Infusion is a matter of asking your DM. There's no intrinsic reason why it absolutely shouldn't be allowed, but the handful of rules/guidelines for creating magic items are DM-facing, not player-facing.

A DM could allow a Wish spell to do it.

Artificer's Infusion only work on nonmagical objects.
I know. I was just acknowledging it as the exception to the rule that material for creating magic items is DM-facing.
