They tried that in earlier versions and came to the conclusion it is a very very bad idea. All sorts of issues, among them the fact that XP costs go up as you level up. That means a set xp cost that is horrendous at lower levels is worthless at higher levels. If it is variable, then the higher level you are the worse it is.
All sorts of other problems later on as well, especially if you regain the xp.
I strongly advise you stick to RAW on this issue and not create the problems WoTC got rid of.
I’m curious why you would want to do such a thing. Mostly because even failures and situations with less than favourable outcomes are still learning opportunities that should yield experience IMO. Obviously, you do not have to justify yourself to me but I’m interested to know your thoughts and would be grateful to understand your motivations here.

It's a correct conclusion. As a player, having your character go backwards is awful.
Far too many NWN persistent worlds (yes, showing my age :-) used XP loss as a penalty for death. I stopped playing on one particular world when I realised that in four months of playing I had gained 0 XP.
The only game I ever heard of that was fun with lost XP was one a friend of mine told me about. You started as 20th level in the center of a Lich's castle and fought your way out. Their were 20 Bosses, each one could drain a level from you. The goal was to get out alive with at least 1 level left.

I was wondering if there were any ways to make another player lose XP?
