Note that neither the grappled condition nor the restrain condition prevent you from taking actions. Grappled just makes your speed 0. You can still attack, cast, bonus action, talk, laugh, skill check at no penalty or restriction unless your Speed being 0 is what prevents the activity. Restrained adds disadvantage on attack rolls and dex saves and gives attacks made on you advantage in addition to dropping your speed to 0. So you can still attack (at disad) or cast spells (save based spells with no penalty too) or use skills (with no penalty) etc.
In neither case does the condition itself force any sort of concentration check (because the condition doesn't cause damage). And yes, the restrained condition having no affect on spells with a somatic component beyond a disadvantage on your spell attack roll is a bit counter-intuitive.
