Passive perception is specified as being used for the target number of hide checks, and is used in the section for noticing threats, though in a somewhat obscure manner (it seem likely to be the same as rolling that number, but all it actually says is "The DM might decide that a threat can be noticed only by characters in a particular rank"). Other than that, passive score is something that can be used by the DM, but there's no obvious obligation to do so.
In a Dragon Talk podcast, Jeremy Crawford also once said that Passive Perception should be used as a threshold, serving as the minimum score an active Wisdom (Perception) check should give as a result https://dnd.wizards.com/articles/features/james-haeck-dd-writing (24:15) Link is broken
Just a little side note: 2024 PHB has removed every mention of Passive Perception (or any passive skills for that matter). Nowhere in the PHB are passive skills mentioned, the Observant feat also no longer buffs your Passive Perception, and Hiding now goes against a static DC (15). It's still a field on the official character sheets, but that's it.
Maybe it was just moved to the DMG, though. Perhaps as a variant rule. We'll see.

WTF. A few days ago I went through every page in the PHB on DnDBeyond (including the glossary) and Ctrl-F searched for it, and didn't find anything. Weird.
