Using RAW yes it does work on almost all undead - even mummies and liches don't have immunity to disease.
It feels a bit weird, coming from previous editions where undead are all immune to poison, disease etc.
In 5e, they all have immune to poison, but are now susceptible to disease.
It doesn't stop there, you can charm zombies and kill skeletons with vicious mockery! ;)

There's some interesting discussions on other sites about the various spells that now work on undead and trying to rationalise them.
Stuff like using charm monster on a skeleton would be effectively using your magic to "hack" the animating magic and force the undead to obey you.
