Move through Allies Change

The 2014 PH in chapter 9 moving around other creatures, any creature counts as difficult terrain.

The 2024 PH in chapter 1 after creature size it says the exception is moving though a tiny creature or an ally.

Is that an intentional rule change?

I agree with @wagnarokkr. It seems intentional because the same rule is also found in the Rules Glossary:

Difficult Terrain
[...] A space is Difficult Terrain if the space contains any of the following or something similar:

• A creature that isn’t Tiny or your ally
• Furniture that is sized for creatures of your size or larger
• Heavy snow, ice, rubble, or undergrowth
• Liquid that’s between shin- and waist-deep
• A narrow opening sized for a creature one size smaller than you
• A slope of 20 degrees or more

I wonder how many other subtle rule changes happened.

Off topic, but to answer you, i just learned instead of a STR/DEX save... you must now make an unarmed strike and hit, THEN do the str/dex save, to Grapple someone.  This is a sensible and pretty important change.
