Question 1 : Can a Changling turn into anything that has a similar body shape? 2 arms, 2 legs, 1 head, etc.? For example, can they take the shape of a Cambion, or another demon/devil that is humanoid shaped? Or can they take the shape of a Skeleton or Ghast?
Question 2 : Does the changling have to actually weigh as much as the creature? If he turned into a Tortle, which weighs about 450 lbs, can he turn into it but only weigh 200? Leaving his 'shell' hollow or something..>?

That is true for the current version. There was an earlier version published in Eberron: Rising from the Last War, and in that book none of the playable species have a creature type listed for them at all. The assumption back then was that all playable species were Humanoids if they didn't list a type. Some people do still run them that way, especially for Eberron campaigns, so it's worth checking with the DM about which version is being used.

I’d also check with you DM about wings, and if the DM considers them to be limbs. Some consider it to be a grey area, and it would matter when trying to change into some fiends. Im not trying to argue that point, just it’s something to get a ruling on.
Since fairies are playable characters, I think a changeling should be able to morph into a fairy shape with wings. DM's decision if the wings work or are 'just for looks'.

I believe by definition prehensile tail and wings are limbs but DM may rule differently.
