Another wand-related question. Can the Wand of Paralysis be used by a sorcerer during the same turn in which they quicken cast a leveled spell?
The description for Wand of Paralysis reads:
This wand has 7 charges. While holding it, you can take a Magic action to expend 1 charge to cause a thin blue ray to streak from the tip toward a creature you can see within 60 feet of yourself. The target must succeed on a DC 15 Constitution saving throw or have the Paralyzed condition for 1 minute. At the end of each of the target’s turns, it repeats the save, ending the effect on itself on a success.
This denotes that a spell is cast since:
When you take the Magic action, you cast a spell that has a casting time of an action or use a feature or magic item that requires a Magic action to be activated.
The description for Quickened Spell metamagic reads as follows:
When you cast a spell that has a casting time of an action, you can spend 2 Sorcery Points to change the casting time to a Bonus Action for this casting. You can’t modify a spell in this way if you’ve already cast a level 1+ spell on the current turn, nor can you cast a level 1+ spell on this turn after modifying a spell in this way.
The Wand of Paralysis exerts its effect by casting a spell. When Quickened Spell metamagic is used to convert the casting time of a spell from one action to one bonus action, the caster is unable to use their action to cast another spell of level 1 or higher. However, the wand's description does not name the spell that is cast or indicate a level for the spell. The legacy description of the Wand of Paralysis is clear since there is no indication that the wand's effect is due to casting a spell. Unfortunately, the 2024 PHB wording fails to reference a specific leveled spell or level for the wand's spell's effect. One cannot even assume that the wand casts Hold Monster because the saving throw is different (i.e., CON instead of WIS).
I think you can do both, but maybe only if you use the wand of paralysis first, because then you're technically not triggering the no using quick cast if you've cast a leveled spell limitation.

You missed the "or" in that sentence. Using the Magic Action does not mean you must have cast a spell.

Yes. The wand produces an effect, it doesn't cast a spell and thus it doesn't interact with the restriction of Quickened Spell.
