When creating a 2024 Rogue, they automatically gain proficiency in Thieves' Tools, but the two most likely background options for Rogue (Criminal and Wayfarer) also gain proficiency in Thieves Tools. Any advice on how to tweak this or is this a "ask your DM" kind of thing?
I would ask the DM to allow you to get proficiency in a second tool instead. I think that D&D Beyond even automatically gives you the option to choose another tool proficiency if you get Thieves Tools from both background and class.
Expertise is only for skills in 2024, and Sleight of Hand is the skill associated with the use of Thieves Tools.

I remember some threads discussing the same thing. One option could be gaining Expertise, but... Expertise is only for skills.
