Questions about Nature's Mantle

The text says that the wearer can hide as a bonus action while in a lightly obscured area. 

I'm wondering: can they also hide as a bonus action when heavily obscured? 

It's not explicitly written, but it would be completely nonsensical if they wouldn't able to do something that the item allows, given even better conditions than designed...

Also, does this property still works if the enemy has Truesight/Blindsight? The recent SAC entry about this case doesn't take this item's ability into account...
