The Teleport Spell specifically says the cast can teleport willing creatures and objects that aren't in possession of unwilling creatures. However, it doesn't say whether an unconscious, unwilling creature can or cannot be targeted. Does the "willing" part of a creature apply even if they are unconscious?
I have a player that is looking at becoming a bounty hunter and wants to use the spell to quickly return his target to the paying party and this spell would be handy (provided he knocked out the target ahead of time - as he is known to do).
I can't tell from the description if it is an appropriate read to allow this.
The restriction to willing creatures is there to prevent exactly the sort of thing you're trying to use the spell for - taking someone against their will.
A bag of holding filled with water, water breathing, and shackles?
I think what UsurperofNessus is saying is that water breathing is still breathing and "Breathing creatures inside the bag can survive up to a number of minutes equal to 10 divided by the number of creatures (minimum 1 minute), after which time they begin to suffocate." Even fish in a fishbowl suffocate if you don't aerate the water or have enough space for natural aeration to occur faster than the fish uses up the oxygen.
I don't think a bag of holding would work as it is just a bag that has an interior space considerably larger than its outside dimensions. So you would just be carrying the unwilling creature in a bag. But using a Portable Hole would work as it puts the creature in an extra dimensional space. You still don't need the water and water breathing, and you still only have ten minutes before they start to suffocate. The portable hole also does have the drawback that they can roll to escape. If the creature is unconscious and bound though...? DMs call. So, throw your bound and unconscious quarry in the hole, pick up the hole and, if your quarry doesn't spill out right away, teleport. Immediately after teleport, open the hole and get your quarry out. Or just open the hole every ten minutes to let in fresh air, maybe?
So is there a spell other than Wish that could be used for teleporting an unwilling creature to a known location?
Gate will bring a creature to you, but only if you're on different planes of existence. There's still ways of blocking the portal from opening, but that requires preventative measures with relatively powerful magic.
Is it just me, or is it strange that you can't even teleport an unconscious creature using an established Teleportation Circle? This seems like a a large irregularity in the magic spell list that you basically need a Wish spell just to move an unwilling creature from point A to point B when there so many worse things you could do with lower level spells.
That seems to me like those spells can’t be used to rescue an unconscious teammate then. I disagree with that.
You could either heal the teammate or possibly allow a player to consent in place of the character itself if you are talking about another party member. Or maybe develop a prearranged pact between party members along the lines of: "If you get knocked out, can I try to teleport you out to save you?" "Ok, it's a deal". But I don't think that there should be any question about consent and consciousness.

You can take an unconscious person with teleport circle, just not with teleport. In general, any spell that allows taking unconscious/unwilling targets requires you to be able to control their movement and drag them through the portal rather than just holding hands and teleporting together.

Also, just realized that a PC could probably also use spells like Dominate Person/Monster or even Suggestion to get a conscious and otherwise unwilling NPC to teleport with them via the Teleport spell. Loophole found!

Not willing when unconscious = no teleport. Simple as that.
So .. you can kill a character or creature, teleport the body as an object and then revivfy them at the other end then? :)
Or is a dead creature also considered unwilling? :)
Now that should work as the dead creature may be unwilling, but you could argue they don't have a will anymore.
