this came up last night. 1 side said since it mentions training in med/hvy armor you need at least an armor proficiency. Other side said it grants you the proficiency for this set of armour.
You gain a +1 bonus to Armor Class while you wear this armor. You are considered trained with this armor even if you lack training with Medium or Heavy armor.
You don't need training in light armor. The armor is medium. So you would be fine. Nothing in the game requires you to have a Lower level of armor proficiency to wear medium or heavy armor.

So what happens if/when a bladesinger wears elven chain?
The same thing that happens when they're wearing any other armor: they can't use Bladesong, and it ends if it's active when they put the armor on.
Elven Chain's magical benefit is that anyone wearing it counts as being trained with it even if they're not trained with medium/heavy armor. That doesn't change the fact that it is medium/heavy armor for all other considerations.
