Now, the Pact of the blade, instead says that you can use CHA instead of STR or DEX for a weapon; but can my warlock (who has a STR of 7) summon a greatsword and use it with CHA, or since my STR score is less than 13 I will have disadvantage?

You will still have disadvantage if your Strength score is less than 13.
Pact of the Blade does not say anything about removing the Strength requirement for heavy weapons, so it doesn't remove this requirement.
