This would also work with something like you have a round of preparation, then you could take the ready action, and cast two spells, which was how I thought about this

I think the secondary intention was to use Ready an Action to get around the limits on Action Surge. The interaction with the one spell with a spell slot limit was already addressed.
Something that just occurred to me, there's nothing saying that you can't be the perceivable trigger, is there? Action Surge Action: Ready Action to Cast a Spell from this Scroll when I am 5 feet closer. Moves 5 feet closer.
Seems like an unintended, but technically legitimate work around.

My point was... what's the point? Why ready an action for when you move to then more to release the readied action? Why not just move and... perform the action?
As for the preparation round... I guess there can be something for readying a spell for the next turn somehow, then releasing and casting another spell that same turn.
Because the intent of this was to cast multiple-level spells in one turn with spell slots

Trying to exploit the rules to do something that is explicitly not allowed isn't creative roleplay, it is just exploiting the rules.
Considering that you still can cast multiple spells on one turn, I think that finding a new way to do so is still a creative solution

That's not a "creative solution" to anything other than someone not liking the limits of the action economy. It's the kind of thing this was included to address

The difference between that and what I'm doing is the fact that I wouldn't ever try to use this build; I just enjoy finding loopholes

That doesn't really work, the ready action has to be taken "before the start of your next turn" so you would need to set a trigger that happens just before your turn starts.
But you could conceivably use a round of preparation and have the whole party ready their actions for the same trigger.

Assuming a DM allows what's being proposed for Action Surge, maybe it's simpler to define the trigger as: "when I grab a Spell Scroll from my backpack* and unroll it".
* e.g. using the free object interaction.
If you're looking for loopholes, that's already a bad-faith approach...
Why? What is inherently bad about looking for loopholes for fun? I don't intend to ever use them

It's not about the action, it's about the fact that they're loopholes at all. If you're trying to find a way to circumvent the rules (and this is DEFINITELY something that requires imprecise wording and flies in the face of rules intent), it's automatically a bad faith interpretation of the rules. If you want to look for cool interactions or whatever, great, but they should be found the same whether under the pretense of using them or not.
Not intending to use them doesn't impact validity of the idea.
And, what about the things that don't have a rule against them?

You'd have to provide an actual example. This thread isn't one. However, if it's something absolutely not covered by the rules, the only correct answer is that it's up to DM interpretation. A player may suggest an idea they have, but the DM gets final say on covering that which the rules don't.
I would agree. Finding clever uses for spells or abilities is one thing. Actively trying to subvert the action economy with a technicality just feels kinda bad. It's like the Coffeelock fiasco. I would never allow that at my table, even if it is "technically" RAW.
