Searing smite doesn’t just deal damage when you cast the spell; it does damage on the opponent’s turn. So does Elemental Adept: Fire bypass resistances on the opponent’s turn also?
More importantly, is it worth taking over something like War Caster that will help ensure concentration on things like Searing Smite or Wall of Fire? (Not to repeat my usual, but it’s for a Paladin 1/Celestial Warlock X build.)
Energy Mastery. Choose one of the following damage types: Acid, Cold, Fire, Lightning, or Thunder. Spells you cast ignore Resistance to damage of the chosen type. In addition, when you roll damage for a spell you cast that deals damage of that type, you can treat any 1 on a damage die as a 2.
It applies to any time you roll the damage for a spell you cast, so the extra burning damage would get the damage bump and get to ignore resistance.
As far as whether it is worth taking over War Caster...that depends. Searing Smite doesn't require concentration, so War Caster isn't necessary. If you plan on burning most of your spell slots smiting, Elemental Adept would be better. If you plan to concentrate on something else while also smiting, say Bless, then I would prioritize War Caster.
While technically correct it is rarely relevant as the 5e smite spells are of the one-hit-wonder type. So in the wast majority of cases you cast the spell and then immediately make an attack and then the spelleffect is spent. The concentration requirement was mainly there to limit stacking spells.

I was originally going to run this with hex, so perhaps War Caster might be better? I always have Eldritch Smite to sort of fall back on. It’s just hard since I don’t need the ability to cast with my hands full since I have a Pact Weapon, but the other two abilities are so good.

In this case, the only reference to timing is “when you roll damage”. “Spells you cast” remain “spells you cast” on rounds after the round in which you cast them. (The present tense and the past tense are the same for “cast”.)
The value of Elemental Adept really depends on how often you face enemies resistant to the chosen damage type. The damage boost (+1 HP roughly once for every six damage rolls) is… modest.

It may be worth checking if we're talking about 5e or 5.5e here, as the 5e Searing Smite does require Concentration.
