No usually the racial traits do not need a spell slot. You do not even have to be a spellcaster. Casting it as second level spell means that it does 3d10 fire damage.
It being a racial trait means its available even if your character doesn't have any spell slots - the feature says you can cast it once per day, and so you can.
One helpful thing is to imagine it as an ability that is exactly like the spell, but isn't actually the spell- then it doesn't seem weird you don't learn it automatically from the feature.
Players Handbook says Tieflings can cast this at lvl 3 as a "2nd level spell once with this trait and regain the ability to do so when you finish a long rest."
So does that mean that if I cast Hellish Rebuke as a 1st level spell I can cast it again without a long rest?
All published Tiefling variants have Hellish Rebuke. But there is nothing stopping you from creating a variant that does not have it.
Also note, a Tiefling does not have to be a caster class. They can choose to be a Rogue or a Fighter and not cast any spells. They still can use their Hellish Rebuke and any other racial spell abilities.
A different question about Hellish Rebuke: do you need to be able to see whoever damaged you? The spell is not specific about it, it only says "you point your finger", but doesn't specify that you point it to whoever damaged you. Can you cast HB suddenly posing like Tony Manero in Saturday Night Fever? Or flipping the bird? 😅

The spell does say you need to see the target - see the casting time.
As a rule of thumb any spell that targets a specific creature (not an area) and doesn't use an attack roll requires sight. The exceptions are very rare.
Thanks to Infernal Legacy, at level 3 a Tiefling can cast Hellish Rebuke once a day as a second level spell,
Does this mean that it is a second level spell that uses up a spell slot or is it an additional spell that doesn't use a spell slot?

But I assume it is not a 'known spell', so I can't also cast it using a spell slot unless I take it as a known spell as a warlock, right?

False. Each published tiefling variant has its own racial spell list that replaces the default spells that PHB tieflings can cast.
Find your own truth, choose your enemies carefully, and never deal with a dragon.
"Canon" is what's factual to D&D lore. "Cannon" is what you're going to be shot with if you keep getting the word wrong.
