Why would it lift up? The spell doesn't say anything like that. The beam just moves.
Moving the beam over a creature isn't the same as the creature moving into the beam. If you move the beam over a creature, it'll take damage at the beginning of its turn. Does moonbeam lift up then drop down again when you move it ,or does it sweep across the intervening spaces?
If it sweeps, does it damage all of the creatures it hits?
