I would say no, since you can't see the ground under a pillar, and since the spell doesn't say it pushes up anything under the pillar, but rather creatures under it (so it wouldn't push up the pillar itself). If you can see the ground under the pillar due to some sense, the new pillar would be a non-starter, due to not having enough space to grow: the previous pillar acts as an obstacle.
