If a Tabaxi is prone at the start of their turn and stands and then double their speed are they at 30 feet movement or 45 movement for the rest of that turn? Feline Agility reads as if it must be used at the start of the movement but I just want to make sure. Thanks for any help/advice.
Hmm. "When" reads like a condition, and it includes "can", so it's an option.
So, you can activate the trait whenever you move on your turn in combat, whether that's the first or third time you move in your turn (move isn't an action in 5th, and you only need to break it down into chunks for combat's convenience - such as before and after you attack).
I conclude that, in your example, you spend half your movement (15 out of your 30ft) to stand, then when you move you activate Feline Agility, making your speed 60 (and you have used 15 of those 60ft, leaving you for 45 for the rest of your turn).
I'm inclined to go with you double your speed, which once you stand up would be 15ft. so it becomes 30ft. again. Basically it allows you to move twice as fast, so it doesn't make a lot of sense to double speed you have already used.
You don't use up your speed, it is a measurement - the maximum distance you can move in a turn.
The wording can be flexible, of course, but the bit related to standing up (PH, pg 190) adheres to that idea, too: "Standing up takes more effort; doing so costs an amount of movement equal to half your speed. For example, if your speed is 30 feet, you must spend 15 feet of movement to stand up."
So, if your speed when standing up is 30ft, you spend 15ft of movement. If an effect (such as the Tabaxi ability Feline Agility, Haste, or similar things) later increases that speed, they don't return your expended movement, but they don't add to it either. So, if you double your speed, you now have a 60ft speed, and you have expended 15ft of movement.
I still think it is possible to go with half your speed being used to stand up, implying you can only move half your speed, not 3/4 just because of when you happen to cast haste on yourself/use the Tabaxi ability. Really standing up should be like 15 feet of movement or something other than half, since it really doesn't make sense that a creature who moves faster actually takes longer to stand up, but I digress.
I mean I fully understand strictly following the rules to the letter, would most likely result in gaining more movement by using the abilty/casting the spell on yourself after standing up than using the ability or having the spell cast on you before.
Well, yes. Those kinds of things are often tactical choices. You can use Feline Agility before standing up (since you're technically using your movement to do so), but it would be a tactically poor choice in most circumstances. Some times there is no choice at all, however (such as having Haste on you before someone/something drops you, or not having Feline Agility. :p )
Making the best of what you have is something a lot of players enjoy, and I have no issue with that, but some things do work under strict interpretation of the rules, and others do not. Personally, I prefer to have a good grasp of what is possible and what is not within the defined rules, at the very least to make informed decisions on what to house-rule. :p
That's why I try to help with rules questions to the best of my ability/understanding.
I think that the standing up thing has more to do with the time it takes since each round is only 6 seconds long. It's hard to get up quickly from laying down. Sure you can move like a lightning bolt once you're up, but it takes half your time just to get up. I would double whatever movement they have left. 30ft.

Seems less of a tactical decision and more of a clever use of the rules to me.
