Just to be clear, the Warforged envoy has 2 choose tool options, one to gain proficiency with a tool, and one to integrate a proficient tool. Thieves' tools won't be on the first list because you are already proficient, but it should be on the second list.
Thank you everyone for all the ideas and help...I think I figured it out. I chose expertise in Thieves Tools so it didn’t show up on the integrated tool list since it basically gives a character the same thing.

I am making a warforged rogue character for fun and noticed that I could not choose Thieves Tools as my Integrated Tool. Does anyone know why? Thanks.
Does your character have proficiency with Thieves' Tools? That's a prerequisite for being able to select it as the integrated tool.

Yes, I am creating a rogue scout. All rogues start with proficiency in thieves tools.
I just created a test Warforged Rogue character and that works exactly as expected - can you link your character sheet please?
Just the url of the character sheet or builder for that character (not the share character feature).

Also, did you check integrated tool after adding the level of rogue. It won't show up before you add the class level.
