I have the idea to play a character who is obsessed with becoming famous by creating a spell. He is obsessed with Mordenkainen and uses his and other named spells heavily. His journey is going to be around collecting these spells and proving he is the best wizard in the land. When it comes to it how can I work with my DM to build a named spell for him? Has anyone done this before? Are there any rules that can be used to manage this?
This largely depends on at what level you want to do this. Many DMs will say no because it usually means you want to make something overpowered. Some DMs will say yes and work with you to make sure the spell doesn't outclass any other spell of that level.
Of course if the campaign is soon ending you can get away with more.
The Dungeon Master's Guide, page 283, has some guidelines for creating custom spells.
And yes, people have done so before. :p There's an entire forum here that includes such attempts ( Homebrew and House Rules ). I'm pretty sure you'll find many ideas (and feedback) if you post an original design attempt there. :)
