Because of the mental focus and precise gestures required for spellcasting, you must be proficient with the armor you are wearing to cast a spell. You are otherwise too distracted and physically hampered by your armor for spellcasting.
In short, as far as I am aware, the answer to your question is yes, being proficient in the armor is sufficient.
Also there is a type of Magical Armor called "Elven Chain" that is basically +1 Chain Shirt that "You are considered proficient with this armor even if you lack proficiency with medium armor."
Armor proficiency is what spell casters want. If you lack proficiency in the armor you are wearing you can't cast spells. So, with proficiency you can cast spells in it. Note, nothing prohibits you from wearing armor you are not proficient in, you just face a whole heap of penalties.

Can mages and sorcerer's use armor if they have proficiency in the given classification type with no restrictions?
I've searched every book in 5th edit I can get my hands on and its seems they can, can anyone confirm or dispute this?

I'd suspect mythral would be as well.
Mithral armor is something different; mithral version doesn't impose stealth disadvantage for a given armor type.
