While the rules do not specify you can swap spells on a level up you can swap a spell any time you take a long rest so you can do the swap then (if the level up doesn't coincide with a long rest)
New to the game and wondering if when I level up (currently ranger level 4) to ranger level 5, can I learn a new spell and replace an old spell or is it one or the other? Like I have Speak with Animals but it’s not coming up much at all, could I switch that to another first level spell like Detect Magic and still grab or something as a second level spell?
that is correct. Replacing a spell your character has learned is in addition to learning a new one.
