So, Backgrounds carry with them a tool/skill proficiency and/or language, or some combination of those.
Now in the creation tools on this site is the option for a "Custom background" which allows for individual backgrounds that may not fall in line with the provided ones. there are even options to supply the base traits of existing backgrounds to help in creation/normalization: the background feature, and background characteristics tabs. However, there is no discernible option for background-based starting equipment, which leads me to believe that this should be tied to either the background feature, or characteristics, but which is it? Or do by getting the flexibility that I do in creating a custom background, do I forgo the chance to gain background based starting equipment?
You can choose the equipment that comes with the background. It's in the background creator.

I just checked D&D Beyond's character builder and if you choose a custom background I could not find a way for it to automatically grant you an already made Background's equipment so it would have to be added manually.
As per the rules, you should only get a Background's equipment if you also choose to take the starting equipment of your class too. If you choose to take the gold instead and purchase your own equipment, you do not receive a Background's equipment either. If you choose the starting equipment option and customize a Background, then you could choose another Background's starting equipment, probably the one that you choose the Feature from.

As a note, I added up some of the Background equipment packages to the best of my ability (some items have no price tag on them, others are so cheap that I disregarded them, and others could be a very wide variety of prices) and I tried to determine how much might need to be spent on some.
The Backgrounds seemed to be in either a low or high category. The low category was approximately 10 - 20 gp. The high category was approximately 50 - 70 gp.
