The question becomes can you make things regrow BIGGER than their original. The spell doesn't say it regrows to its original size.
So playa', roll a d20, 1-5: the regrowth is shorter than the original. Stumpy is your new nickname. 6-15 the regrowth is normal. 15-20: regrowth is twice the size of the original. Arms and legs above the others! Now what body part did you loose? #bardsubclass--- #prnstar LOL

The target's severed body members (fingers, legs, tails, and so on), if any, are restored after 2 minutes.
It's starting to sound like it's possible to clone a creature from a drop of fresh blood.
That would be a line I wouldn't cross. It would be my call that it's not in the spirit of the campaign to clone something from 1/12000th of the original body mass.
Even if you could target the drop of blood (which I don't think you can) it wouldn't really be cloning, since you can't make a soul out of nothing and the creature's soul can inhabit only one body at a time. At most you'd get a lifeless body.

Your body regenerates your cells constantly. Every 10 years or so you have a completely new set of cells compared to 10 years prior!
Regenerate takes a minute to cast. While a creature could take variable amounts of time to pass away do to different injuries, the rules make distinctions between a player rolling death saves and everything else mostly during instantly when Hitpoints hit Zero. The exceptions seem to be written in a way to make the regenerate spell unnecessary as they all seem to have some form of regeneration themselves.
a dead creature wouldn’t be a valid targeting option for the regenerate spell per the rules.
the resurrection spell, which is the same spell level and probably on the same spell list, might be able to be used for this purpose.
