Does this mean only for the person using the net or does it apply to anyone attacking the person with the net on them?
Just attacks made with the net. It means if you are a lvl 5 fighter or similar and could normally make two attacks as part of a single Attack action - then you can only make one attack with that action if you use a net.
That comment is to inform the user of the net they may only make the single attack, of throwing the net at the target. So if you would normally get 2 (or more) attacks from the Extra Attack feature, you forfeit any other attacks you would otherwise make when you throw the net.
So I can't as a Rogue use my bonus action to throw the net and then use my attack action to attack? I'd have to wait til next round correct?
You're referring to the Scout archetype's level 17 feature, Sudden Strike? In that case, you would be using your Action to Attack with the Net. Because you used the Attack Action, you are then able to use your Bonus Action to attack once (with Sneak Attack, if applicable).
No I am referring to a swashbuckler rogue using bonus action to throw the net then using attack action to attack.
That does not work. Using the Net requires the use of your Action to Attack. You can't use your Bonus Action to do so.
That’s not true. Nothing about the net requires that you use an action to attack. If you have some special ability that lets you make an attack as a bonus action (for example the scout’s Sudden Strike mentioned above) there’s nothing stopping you from using the net with that bonus action.
I don’t see anything like that for the swashbuckler though, so I’m not sure what OP is getting at there.
I believe he is referencing basic Two Weapon Fighting, unfortunately:
1) Two Weapon Fighting requires two melee weapons, and a Net is a ranged weapon.
2) With Two Weapon Fighting, you need to use your Attack action *first* in order to be able to use the Bonus Action attack.
3) Two Weapon Fighting requires two light weapons, and even if it wasn't ranged, the net is not light (you can take the Dual Wielder feat to resolve this specific point, though).
It's unfortunate, but nets are very difficult to use properly. :(
Thanks yes was trying to figure out how to use the net to give me advantage, so looks like I'd have to take like you said the dual wielder feat and then I could use bonus action after attacking with net to do just what I am trying to do for my roleplay of my character.
Unfortunately, even with the Dual Wielder feat, your two weapons must be melee weapons, so you still won't be able to attack with the net and get a second attack on the same turn. The only possibility that's come up in this thread is the scout ability that was mentioned; there may be other similarly worded special class features that would let you get away with this as well, but you'd have to do some digging.
well the only thing I can think of is if a beast master with extra attack commands their companion to attack and gets the one weapon attack described in their class features.
