From my understanding, every wizard's spell book is kind of their own creation, so things are written in a way that make the spell books function with a cipher of sorts which that particular wizard is good at reading, but everyone else not so much. So time and effort, as emrfish6 says, would be needed to study the book and then transfer them to your own book for ease of use and understanding. With the linguist feat I might allow someone to make a check to break the other wizards cipher and then use a spell out of that newly found spell book as a spell scroll on the fly if that's a desired effect.
You don't really even need to look at the rule for copying spells from other spellbooks - such as them needing to be deciphered. Just look at the rule for preparing spells (emphasis mine).
You prepare the list of wizard spells that are available for you to cast. To do so, choose a number of wizard spells from your spellbook equal to your Intelligence modifier + your wizard level (minimum of one spell). The spells must be of a level for which you have spell slots.

If a Wizard finds a Spellbook, could he cast straight from that book or would they need to copy into their own?

Race - Fey-Touched
Subclass - Circle of Vitality
Monsters - Blood Bear
Spell - Arcbolt
They would need to copy it into their own. It takes time and effort to translate one wizard's way of writing spells to another wizard's way.
