So I'm confused about this : on page 129 of XGtE it describes how to craft a magic item. Say you want to craft, Mithral Plate armor, XGtE says it costs 200 gp and 2 weeks of downtime (plus any magic things you might need). My question is, do you need the Plate armor BEFORE you create the magic item, or do you make it from scratch with the XGtE rules?

The cost of magic items is rather vague and generalized.
For weapons and armor I add the magic item cost to the non-magic item cost.

what about buying magic items? Just get a common Cast-off armor (plate) for like 50 GP

Same as what I said before, I add the magic item cost to the non-magic equipment cost. 1550GP in this case.
