Would the Strength Modifier be added to damage as well? At first I thought no, but adding the custom attack didn't allow me remove the Modifier from damage and a second look at basic weapons I realized none of them specifically said you add a Modifier to damage either.
You always do, unless you have some feature that says you can add something else, like Martial Arts. (It's possible for your punches to deal 0 damage if your strength mod is -1).

The text is very specific about it being an arm or hand, so by RAW I'd say no. But I don't think it breaks anything to let someone make an Arcane Propulsion Leg, so most DMs would probably be happy to allow it. I certainly would be.
Idea, a warforged made with soarwood a lighter-the-air buoyant timber. And it would use Arcane Propulsion Arms is place of legs for movement. Also, it would have weights that look like feet, that it holds with its lower arms, to "walk" with.
